A Canadian portfolio company used Rippling and cancelled the subscription as soon as their contract was up. The system frequently reported taxes/remittance amount incorrectly and support was not helpful. A lot of time was wasted fixing it. Rippling is an expensive solution for any early stage company and I'd recommend non-US based companies choose a solution in their home country. The other HR functionalities can be found in other options (eg-Bamboo).
